The promotional minimum payout is still available. I just confirmed it by asking to I-Earn (the admin) and he said there were still available places for $5 payout. And that is proven by poor (rockstar). I think I'm going to go for that $5 payout, too, as I'm getting closer to $5, but I guess not tonight, I'm just too sleepy ops:
