yes there are some fees for premium members. i have been in personal and upgraded ro premier by mistakes. and so now i can downgrade again to personal. cause i really hate the fees of ppremier and i don't any ways receive any payments from credit cards. so when i first joined paypal i was really not much familiar with paypal and so that is why i made those mistakes. i think many people have made the same mistakes as me too.
