you are right nick..paypal also offers affiliate program for referring people to make accounts and people get some commission if someone makes a verified premier or business account and uses it for transactions regularly(or may be slightly irregularly depending upon how much transaction was done)..this program was started in US initially and the commission is high on referring US members with credit cards..
