ya you are absolutely right Its a CMS script or service it just like wordpress. wordpress is very user friendly and a layman can operate it easily without having any problem but the Joomla is very tricky and you can understand its system easily it will take minimum of 1 week to understand whats the system of joomla and its very hard to customize its script or site.

Surely you can learn C++ without learning C but C is the basic language.If you know C well enough you can do C++ far more better.
