Yes if they are paying $5 for signing up and paying even 30% members they won't sustain. It is used as a method to attract people to join.
If they stop in between learning that they won't reach payout, the advantage to the site is doubled because they will anyway get money from advertisers.
Also some sites are using this to acquire e-mails from users for using in mailing lists that they sell to ad companies
