On the SEO side of things, I have seen some of my video links shoot to the top of the list with Google and other search engines. I have written countless articles in a similar manner that take much longer to even get near the first page of results.

I think that the primary purpose is to generate traffic from it and as for straight commercials, most video sites don't allow it but I've seen a few commercials on youtube which even had a lot of views but they use this learn and click technique to get under the radar like they try teaching something while pushing out their commercial heavily in the tutorial and it works pretty well too.
