Yes even I did receive a payment from the offer I completed in a forum and I also received the full amount so I do not think that the Paypal policy has changed.

Ya.Even i agree with mr.microsoft.I have just sent money from my paypal account and nothing is deducted from my account.

Though there is some extra fee now while withdrawing from Paypal account or for some transactions, there is not much fuss about it as Paypal does offer good service to people
