Well Paypal is well established in the market and know what kinds of threats it can face and as compared to that LR is new in the market so it will have to face such problems untill it learns and becomes stronger in protection over the days.
I agree that LR are facing challenge with their daily popularity. But they should always improves their technical services. They have been on net for quite some times and still having regular down time is really too unprofessional.
