hehe. here all the debit card account were totally free before. but currectly they added some annual fees around 2$ per year per account.

debit card is totally free in my country. But I can't verify paypal using debit card.
Maybe it's just for US people only

Well if your dbit card has a visa or mastero sign then you can use that for a verification of paypal.SO i think it is rarely seen in india except some banks.
