I think no body can guarantee about your certain Pr may be they can guarantee about your Pr but the o i have doubt BTW how much you can spend for your site to egt pr-2?

No Apart from this page rank can be made through good seo work but can't be guaranteed about the PR o ,it may be 1 or 2 or 3 anything.

I agree back links are also important and all in all all these efforts are going to increase visitors to your site and then only PR will be increased right..!

I don't have the site yet, this is a new project, but will be started in next few week or month, because I'm quite busy right now.

Anyway, I bought some high PR site list from another forum, I think I can get at least PR1 with that sites. It's about link building after all

You bought it?i think you could easily get from google search itself ,but yes if you keep on link exchanging your site will get pR-1 atleast in next update.

I already search on google, and what I bought is very good, it has list of PR 5-9 sites (80+ sites in total) AND a tutorial about how to make our link stay there forever as anchor text. It does better than you can search on google.

Usually, high PR sites ask you to pay if you want to put your link in anchor text. but I can do this freely.
