Advertising - www.advertising.com
I have found this site. And seems good. But the problem is i am not able to find publisher requirement for signing up on their site.
You can check http://www.advertising.com and let me know the publisher requirements.

If their requirement was this high before then even if it is less now i don't think it will be that less. I think i should not think about this site.

Hmmm. It's really strange. Hopefully someone will be able to give us some more information about this site.

I think advertsing .com itself not providing ads it has many sites individually doing or serving ads for different purpose.

as you see in screen shot for every purpose sites are different.

Well i think new webmasters should stay away from it.As looking at the number of impressions they need it is clear that no one except a very high traffic site can use them.
