Have You checked the TOS and FAQ of PayPal, regarding this...Because I think Paypal don't take any type action as you said for making a Frequent transaction, But Still It will be better to check...

There is no related question when I check the TOS and FAQ of PP, so it seems I can do it. but for safe, i should post reason for each sending.
