well,you can verify your paypal by bank card if you haven't a credit card in china. we can't verify our paypal account only by bank card before.but now it is changed,we can verify paypal only by submit the bankcard.
Ist of all I'm am not from China, I'm a Member of INDIA, and as per my knowledge is concerned Indian member need credit cards to Verify there PayPal accounts...
yes. members from India need one credit card to verify their paypal account and since it's hard to apply one credit card for most of them. so more people used vcc and bear the risky.
