Well my friend those charges are applicable only if the transactions are done to your credit card which you have used for verification of your paypal account.

i found you are from india and i heard the monthly transaction for unverified account on your area is 500$ also. how could you only get 140 at most?
It is obvious that he means he is currently having $120-$140 income or transaction each month to his unverified account, thats why he ask is there any problems for him. Since the monthly limit is $500, it is absolutely fine for him to remain as unverified paypal account.
