which is easier to bulild? forum or PTC site?

Well i will go for a forum rather than a ptc site.As i want to be genuine with my site and i want to use it for some more time.
Most ptc sites have to be closed as there are many scam members making multiple accounts there and leeching you.

there are more cheators in PTC than forum, so how to check the multiple accounts in PTC sites and forums? automatically or manually?

Actually your ptc script has a facility to check duplicate ips so dont worry about it ,but if members would create account from cafe then you can't do anything.

I am wondering did those PTC scripts is able to detects machine code, i means if some one using dynamic ip connection, they may able to creates multiple account, but with machine hardware id, they can know this is from same pc.

Well i am a admin of a forum and a vbulletin script can detect persons with same or nearby ip address but not the mybb or smf script.For ptc it is real hard to keep eye on the cheaters as it is always mannual so need more staff.

No, i am trying to asked whether the scripts can detect hardware id or not rather than ip address, even the vbulletin can detects ip address, but they won't know is this ip come from the same PC, means multiple users by the same person or not.

I think it is impossible to detect may be it needs separate customizing module to check it @shadow can you share your forum site here?
