Yes it is necessary. You can not withdraw your money if your account is limited. Well you can receive payments but what will you do with it if you can't withdraw it.

so though our account is limitted we still can receive payment?

No we cannot receive or send money when our account is limited. It is clearly mentioned in the mail stated here by moneymoney in the first post of this thread.
