No, it is not the problems arise by the account. Even when i am still having unverified AP account, i couldn't do anything with the acount except receiving funds. So, in order to use the full function of my AP accont, i have to force myself verify the account. I think they have different policies to different country members.
ohh i did not know about that , that is really strange that some country members have more uses than others , i did not really see that in their faq till now.
