CIAO blocked access to selected country i think because in my lot also i saw many members complaining that ,so if you access through proxy it is opening ,they should manually check spammers and ban those accounts but mass blocking is not good.

@satyakam yes you are right for cheaters many genuine site closing their business,but site admin should act wisely to ban those selected members and start again paying section,though i was a member there but i was not active as i could not write on debit related things.
