This is really a very bad news, initially reducing the rates already making many members compalins about it, and now further increase payout again? I think this is a way for CEO to buying some times for him to make payment , as with this high payout and low rates, he will surely knows that nobody will actively posting there to reach payout. Is he really want members to leave his forum?
