There have been some issues with server slowdowns however they where promptly resolved by Rockhoster.com hence the perfect score. It's good cheap hosting. The web control panel is sometimes a little slow but very powerful.

You will find out the availability of their systems administrators and send them a support ticket and see how fast they respond.
