Does that '400 followers' means those 400 people are visiting your blog/website regularly! That's not true, they hardly visit and so you do not get clicks, I think.

he had already mention that nobody is clicking their ads so obviously he can't earn from them and its still useless at all

its true that 400 people are not visiting but its true that when u post a ad the ad is advertised on 400 peoples pages.

how to get more followers from twitter? i joined in a paid site, but i have to own 50+ followers to post ads on my twitter.

If you follow some people there, there is a probability of those people also to follow you. So try to follow more people by log in to your Twitter account and click the tab >>Find People>>Suggested Users. Just look at the list and add those people with similar interest.
