Where can I buy a cheap VPS account for hosting a forum with?
There are two hosts which are nice for me:
Rareservers.com and Rockhoster.com
What would you do being in my place?
Where can I read customer hosting reviews about their services?

You can check if they have money back guarantee and try them. But you can also have a look at other companies such as kvchosting.net. They are one of the best SSD service provider.

Have a look at VPS accounts from QHoster.com and Hostsailor.com.
Their support is really professional and responsible for all problems without exception.

I like Rockhoster.com and their cheap vps hosting accounts. Support is usually great, my only complain being that the original average support response time of 10 minutes is now more like 30-40 minutes. This is to be expected with the kind of growth they've experienced, however.
