Those two sites which you have mentioned are for what? Do they help to promote ones site or those are for advertisements? pl explain.

Those two site is good just for building links to our site in order to improve our Google PR (if you understand), not help you to gain visitors.

It's good that you know about google PR. But looks like you need to learn some basic SEO.
2 sites above is just have a small portion to improve your site, you just need to visit those 2 site once and submit your site once.
Then find another site like this as much as you can (1000 at first) to gain back links.
