I think it should be referrer to keep minimum of $10 and not the refferal, as they just join, how to have $10 there immediately? By the way, if we don't have $10 there, but we successfully refer a member to join, then later we only earn enough $10 in our account, do we still get the 25 cents later?

I don't think so. If you refer any member when you have less than $10 balance, the referral won't be counted and you will not get paid the 25 cents.

I also think the same if you dont have 10$ in your account at the time you are refer someone then you wont get anything and i personally feels that 10$ is too much at starting.
