well i think his country already in Paypal list as he is from India so PP have good network with Indian customer and plus they have office in Chennai also.
hey..i know paypal provide service to India already and Indians can withdraw their money only by 1$ per withdrawal. it's much less than here. i mean India is not in Paypal list of verify the paypal account by provide their bank account actually.
