Many people including me don't like to participate in contests type of forums as it's always on luck. If luck is not on our way, then all our efforts will be in vain. So people always prefer PTP over contests.

I think you would be better off if you keep low rates per post, than having contest. Contests is a secondary thing for us. I may participate in your forum because I know you, and you are like my friend. But it's tough for us to introduce new, unknown members in your forum.

First method I can think of : (For this to work, keep 0.50 minimum payout)
I think to start off you can keep 1 cent per post, 2 cent per thread. If you can't afford 2 cent per thread, then you may keep 1 cent per thread for few months. And you should keep rules like maximum 10 or 20 posts per day.
This method will work as long as you keep low minimum payout like 0.50$ or 1$.
Second method :
Keep 2 or 3 cent for per post, 3 or 4 cent for per thead. And keep your minimum payout very high and something like 10$ 15$ or 20$.

Note, it's all just my opinion. I don't have much experience about this business. So finally it's upon you how to work. You may have your own method to grow.
