well by adding only links in other site wont work we have to see that site maintaining do follow or not without Google wont calculate those links.

I have read in a seo site that it is not compulsory to get PR from high Pr site if your site link is existing in 0 Pr site that also will work.
Yes you are right it is not necessary to put your link only on high PR any site can work but high pR site will do better ,another thing i wanted to know why a site's Pr goes down in next update .
