well by adding only links in other site wont work we have to see that site maintaining do follow or not without Google wont calculate those links.
Getting backlinks from many high PR rank site, with some blogpost with your link will surely advantages us to increase our PR. You must have getting help by the people who have site with high PR rank for you first.
I have read in a seo site that it is not compulsory to get PR from high Pr site if your site link is existing in 0 Pr site that also will work.
