if you have to start Google Adsense then you must have a website or youtube account, then you have to create an account on google adsense.

Just have a well built website or youtube account. Create google adsense account and start earning. I don't know why but it looks like the youtube method is now more popular today. But at least you don't have to have a website before starting.
