I think that if I have one connection of sayl BSNL broad band and the other one of Reliance or some other service provider, then I can have more than one IP addresses and so I can have more than one accounts on some sites without any problems. I don't have much knowledge about this IPs, but I think if you have one broadband connection (fixed IP address) and one reliance or other connection, you are maintaining 2 IP addresses and you can maintain 2 accounts on some sites.
