Ranking means the rank on which your site is listed in google search engine for a keyword. for example If you search for Deepika Padukone as keyword in google you will find my blog on 46 rank, which is what called ranking.
Nope, that is SEO rank, not page rank or PR.
If i'm not wrong, maximum PR in Google is 8, where 8 is the highest.
