I doubt that they even must be paying premium members or not. Even Premium members are complaining about delayed payments now.

Well thats why I first opt for my first payment, if i get, then only i promote as these have very low minimum payout.

Nowadays, many ptc site don't pay to free member. They say free member are cheater. It's not true, they are just making excuse not to pay free member.

well many sites open with 1$ payout and around 10 ads daily ,you can try those ptcs.

I have to agree with you. In my point of view there is absolutely no difference between scamming free or premium members. The fact remains the same: scamming! Free and premium members are preforming the same activity: clicking on ads!

But premium members has certain advantage on time span in which they are paid once they request payout. 1.25 cents per click and more ads. Still there are many.
