For some directories search engine submission is provided free of cost..but search engine optimization requires either a thorough knowledge about how to do that or you will be needing to contact some paid services for doing that. Usually the benefits that result from getting a paid optimization and submission are much higher than free ones..it saves your time and also you get the best service, only if the company you are dealing with is genuine.

I tried to research this a little for you and it looks like they all don't cost but a good number of them do, i will try to come back with some more information, hopefully you can submit some into hte free ones while i look for more information.

Well isn't search engine optimization suppose the method which people use to optimize their site or blog for the sake of search engines.
