No, you are wrong. DDOS is not means by hacker stealing data, but it is some kind of process to make server down. I have explained once in Myhyip forum, DDOS attack stand for Distributed denial-of-services attack. It is an attempt to make a computer/server site resource unavailable to its intended users. DDoS attacks are implemented by either forcing the targeted computer/site to reset, or consuming its resources so that it can no longer provide its intended service by sending massive activities response to a server until it couldn't functions properly, and those making it down.
