The admin sends a PM informing their members that if you have a verified paypal account you can earn an extra dolalr by sending 1$ to the admin's account. This dollar will be returned to you during the payment along with another dollar
And also he sends the ad regarding his forex teaching

so can anyone tell me about that promotional pm. why we need verified paypal account. are you talking about the admin's asking of $1 from each one and he will double . anyways, i have not received that double payment nor the $1 he borrowed. but it is just fine cause i have been always on the cash out on this site for posting. maybe the admin has just forgotten it only cause he is so busy in paying all members for their postings.

I guess you din't request your payout after you have lended that one dollar to the admin. The admin processes that 2 dollars with the payment you have requested
