Google Panda is an update called to evaluate on-page optimization of web pages, it looks on the content of your website and determines how good it is.
Google Penguin is an update dedicated to evaluate off-page optimization, it looks on the links that point to your site (your backlinks).

Google Penguin. Penalize websites of low quality and those with low quality content.It is first introduced in 24th February, 2011 with the name of Farmer Update in USA.

Panda and Penguin both are penalty updates of google for website.
Panda is all about the content related spamming.
Penguin is all about link spamming related to punish the website.

Panda is all about content and penguin is all about links.
