Its not that easy to manage everything single handedly..paramita..you can start such site with some script purchases and completing domain name+hosting requirements. Its the same procedure as we start our new website..the only difference comes in maintaining such sites..PTC sites are not easily maintainable..so, I'll suggest you to ask some of your friends to start this program too..
