    We still only have to provide our photo ID and proof of address documents even though the charge back made by someone who exchange money with us or that someone we exchange with uses fraudulent money? We don't have to explain anything? Because we are not allowed to exchange PayPal money to other e-currencies, so how can we explain the situation?

    Exactly the point the officials want to know whether you have broken any of the TOS or not that is why they put a hold on the payment and ask for explanation.
    And when it comes to sending our documents a charge back is made when the account from which the money came might be a fraudulent or there might be a transaction without the other party awareness, in both the cases paypal wants to make sure it was you who were willing to take the risk or was it someone else.

    I'm still confused. Ok, let's say I exchange LibertyReserve to PayPal with someone (let's call him/her "A"). There are 2 possible problems:
    a. "A" sends fraudulent money to me and my PayPal account is then on hold
    b. "A" charge the money s/he sent to me back (my account will be on hold, too, right?)
    Then how am I suppose to explain the situation? What should I say? Because it is against the ToS, right? And how come providing my photo ID and proof of address will solve the problem?

    Well friends, my paypal account was limited because of some reason so I thought once I verifiy my account with VCC they would lift my limitation. And I just today verified my account with the VCC, but still they keep my account limited and I can't receive or send money. May I know what else shall I do to lift the limitation? Even I sent my address proof but it's of no use. I really hate paypal.

    well if your account gets limited i think verifying it is the only solution
    anyways you also try contacting the customer support and give necessary documents to lift your limit

    Trust me paypal has the worst service possible.
    There are a few things you can do make sure you have sent in your Photo id (License, passport etc), Your name proof (Some sort of Identity which has both your name and photo), next your address proof.
    Once these are done send them a mail asking them how long will it take for them to process the lift.
    Wait for a week and if the limit is still on then send them another request or call them directly to solve it.

    Trust me paypal has the worst service possible.
    There are a few things you can do make sure you have sent in your Photo id (License, passport etc), Your name proof (Some sort of Identity which has both your name and photo), next your address proof.
    Once these are done send them a mail asking them how long will it take for them to process the lift.
    Wait for a week and if the limit is still on then send them another request or call them directly to solve it.
    Well, I sent my license for photo id proof, and my bank passbook for address proof, but I got an email they cannot lift the limitation with these proofs and they want more documents. I really don't have any more documents except college certificates. I don't have even any utility bills in my name. I don't understand now what else I can do to lift the limitation. Maybe now I have to forget about paypal, and just use other processors.

    yup then what about your money in the paypal
    you can't afford to lose that
    so better you contact the customer support again and clarify, why simply lose hard earned money

    Oh this is really a very difficult situation.
    Don't worry at all you will not be losing your money . I just went through the paypal site and found this page https://www.paypal.com/in/cgi-bin/we...losing-outside

    In which it clearly states that if you are not able to provide proper info then the limit will be for 180 days and then it will be restored. But in case they decide to close your account then they will send you a check of the funds that are available on your account.

    Well I guess they lift the limit to withdraw the money after 180 days and doesn't restore it. Although I am not sure about this.
