I'm not sure about it but their e-mail always include a consumer advisory and it is stated there that the holder of PayPal’s stored value

maybe they have a branch of office in singapore for asian members. for sure that this paypal main is from US. i called their hotline before which is in US actually.

paypal is originally came from US..not in Singapore, maybe they only have branch office from different places since paypal is widely used worldwide.

I'm also thinking the same since paypal is worldwide there have branches everywhere. When I've called paypal support I was assisted by an agent based in US.

I am holding Paypal account for more than a year now and it seems they are implementing some more changes in their charge back policy from next month 1st onwards as it is written in their site now

What is the new changes on the plicy chargeback? Is there no such a long of 60days charge back as many scammer make use of this caharge back services to scam exchanger online.

Paypal is a US based company and so it's main support system is based in US too. They have not outsourced the support to anyone.

well,paypal was acquired by ebay,so without ebay,without paypal.
now paypal is so good,and be used by more and more people in the web area.we should thanks ebay which support paypay for us.

I Think They are Charging $1.99 for Preliminary charge which will be deducted from your credit card, Actually I'm Indian member and this is what the info I got when Once I tried for Verifying my Account...

No paypal is completely USA based company.It has nothing to do With Singapore.May be they have a branch there but it does not have origin in Singapore.

well. if paypal can deduct money from the creditcard account and refund to the paypal account. that means both the creditcard account and paypal account belong to the same person. so this paypal account can be verified .

This news about charge back policy are put up in the Paypal website and what all changes they are bringing is not at all clear as it is not mentioned anywhere

The reasons of charging the amount into your card of course is to verify your account, if the credit cards is not belong to yours, you will receives a special pin with the credit card statement on the paypal transaction, so, after you key in valid pin, your account is verified then paypal pay you back the money. Paypal is not going to earn any cents from the verification process.

I know that anything can happen if account is not verified.If it is verified then if something scam happens with your account then paypal has your information and i am not against it but my point is they should accept debit card to verify card at least in India they do not accept debit card and it is difficult to get credit card.
