Don't try to verify your paypal account with VCC. Paypal will not allow this other than verify one's account with CC.

You can verify your account using VCC, but it is not allowed by Paypal.

If it is not allowed by paypal, then how one can verifies his/her account with VCC.

you can verify your account using VCC as Paypal considers it a CC, they cannot find out at that time that it is a VCC, it is processed as a CC. You can get your account limit once the PayPal finds you are using VCC.
