I think the safer way of doing exchange with AP is waiting about 48 hours first before sending the money to them, to prevent those scammer from doing charge back. Another way is quickly transfer out the money from one AP account to another AP account to prevent refund too.

I read a lot about this, that one of the way to be safe when exchanging e-currencies is by holding the funds for 48 hours. Is it really safe? Will it really make any change? As far as I know, the charge back policy is good for 30 days after transaction, so will it matter if we hold the fund?

Normally, the chargeback may not be considered after exceeding 48 hours, as it is like acceptable by both party. I do not know much about AP policy that having 30 days charge back after transaction. So, the best way is still quickly transfer out to other AP account. But i having problems to send out money without getting verified with my AP account.
