Yes, there is a refund system in AlertPay, I have filed 2 disputes and I got full refund in the first case, but I do not know about the second one, I am not too optimistic about it, because the admin's account is already empty. But I do not know about the refund in PayPal, because I have never filed any dispute there, because I do not feel the need to do that. But I heard that PayPal processes the refund fast, while in AlertPay, I received the refunds within 2 months.
Well I have used that dispute option in paypal once and got back my money within a day.
