nope. i am from the philippines. well i had verifed already my paypal so that is why i am able to receive mnoey. but i am planning to close my premier and use personal account soon so there will be no charges. but i really don't know if i can use the atm account that i haev used in premier and used that also in my personal account after closing the premier account.
