i see them addy everywhere but i am not sure about them. do you have to download anything? are they worth the time? what is the real deal with them? do any of you use them or have you tried them?

You can use smileys anywhere and everywhere. I can't understand the meaning of this post.
smiles can be used any where like in chat,mails other official mails, it just for fun looks funny.
Smilies can be used with the message in chat, in e-mails and also with the forum postings. Hotmail once allows to use smilies with the email. I don't know whether they are still allowing this service.
I use smileys in case I want to add some emotions to show them others, and they are nice :D
