There is no best web hosting provider ever, there is only the best one according to your specific requirements and budget.
I have no firsthand experience dealing with them.
Personally I have had a good run dealing with Aspnix.com company - can highly recommend them.. According to my experience, this hosting company has been rock solid from the beginning.
Their uptime is fantastic and ability to upgrade and downgrade is a plus.
