Hi there, whenever you buy hosting from a reputable company, they usually provide you free site builder, so, you don't need to buy any. For example, hostgator provides one. Its easy to make sites with them if you are quite new into all this. I have never tested the site2you.com's site builder..and in fact, never heard about them.

If you wanna blog then there is no need of site builder. Default wordpress templates are available for free, download them and run.
Maybe you could use freewebs. Also, you could go with a free wordpress blog. Godaddy offers a site builder as well.
There are tons of free website.. YOu just need to google it. make sure you find one that has enough space to put stuff on you website.
