There might be something else to deactivate his account. Usually such pay per lead or pay per sale programs don't look out for high traffic websites because after all they pay for only sales. No matter what kind of websites you have and how much visitors you have per day.
My site approved by moreniche although I don't have much visitors, but they don't have many advertiser right now, that's why I stopped using them, I prefer to use CjQuote:
