I use an HTMLpad, its like a notepad but with more advance features coz it includes CSS and stuff like that. other software is macromedia dreamweaver.

I think you will not get real nice tools for webmaster for free
you have to spend money for that

but people say it is dreamweaver you should use. it is really a good one.

HTMLwordpad costed me about twenty dollars and i like it somewhat but i wouldn't give the money for it again!

i usually develop site by hand coding without the help of any software but if you develop any site in any kind of designing software then it will be easy for you to complete your work soon.

I think many licensed tools are available you should know what kind of code do they support, one of the simple one is note pad.

you are absolutely right adobe dreamweaver CS3 and the advance and the latest one is DreamweaverCS4 this is the most powerful web designing tool and all web developers like this software only.
