CSS is in style and marketing these days as websites using cascading sheet styles look very professional as compared to those using HTML.You can learn from online tutorials free of cost these days and for that just google about it and choose the site where you want to learn.

As far as I understand CSS is an ornamental language.
w3 schools are a good source of knowledgable tutorials.
