do all of pay per installs work on referral system as PTCs

is there any pay per install program where one doesn't need to have referrals as they are very difficult to get i suppose..at least for me..is there really any install program like that?

Most of them pay 5-20% of referrals earnings... join and put referral link in your site or in your SIG and post at forums and you might get few referrals.

and i am now getting referrals from getref also..this site is just too good apart from giving you referrals..i have purchased referrals at some sites too..so everything is fine now..can u tell me about any good pay per install program?i would like to try it..if you are using it..tell me i'll join under u if its really good
